Biased View and Autocratic demands

My neighbour lodged an unfounded claim that access to their garage was being restricted by my kids parking their cars on my verge. A verge that I paid to have paved and maintain. I have since put up a carport and they now park under cover, but I was threatened by Johan that he will paint yellow lines on my paving. The traffic department and Law Enforcement departments were out there and conducted their own investigations and found no cause for yellow lines to be painted on my verge and I have been in no manner been restricting access to the neighbour. I have now placed beautiful pot plants on the verge and again Johan now instructs that he is going to re-align the kerbs. He has meetings with the neighbours and entertains emails from them, but has not once called and listened to me or had the decency to to meet with me and explain why he makes these decisions or have a discussion to reach an amicable solution. His relationship with the neighbour seems to be very "intricate" in that when she calls he comes running. This City On works for Johan Massyn and Mrs Maharaj and not for any other law abiding and rate paying citizen.
