Refund not being done

I sold my house on the 29th november and had to pay a deposit of R17000.00 which I was promised would be refunded to me. I went in on the 15th April, and was told that the refund would be done within 2 weeks. I have had no refund, and cannot get through to the tel numbers or fax number supplied on the invoice.
