Rude Driver not adhering to the rules of the road

Good day. This morning i was on my way down Voortreker road in Edenvale to drop my wife off at our business premises. There was a Value Logistics truck in front me. The driver sees another Value truck and decides to stop and chat about 2 metres from the stop street. I pressed my hooter behind him. I had to overtake him but this put me on the oncoming lane and drivers who are turning into Voortrekker from 7th Street will not see me until it's too late due to the fact that the Value truck is stopped a few metres from the stop street and i have to stop on the oncoming lane. I stopped my car and asked the driver what's the problem. He says "Just carry on, i'm helping my friend". The other Value truck had it's doors open and it was offloading cargo onto a residential property. Was he going to help him offload??? I told him he's not supposed to stop so close to the Stop street and chat. He showed me his fist and started swearing in a foreign language. I then took out my cellphone and took a picture of the truck and said i'm going to report him. He said "Go do what you like". Is this the type of drivers that Value employ. Did this driver buy his license.the truck had 3 guys in it. Reg no CN 98 YJ GP
