CANNOT SUBMIT RETURN OF EARNINGS

We have several clients that needed their return of earnings submitted by 30 April 2013. The website was offline most of the time. We were on the phone with the head offices who told us WE HAVE TO SUBMIT IT MANUALLY.

Now we got an email saying everything must be submitted electronically. Even when the website was working we couldn't complete a lot of the clients returns because we needed to first submit previous years. We have submitted those years long ago. Most of the companies were dormant and had NO EMPLOYEES. The online submission does not give us an option to submit a "nil return". If we just put 1 employee and total earnings of R1.00 in there is a fee payable EVEN IF THEY HAD NO EMPLOYEES WORKING THAT YEAR.
We sent most of the forms with speedpost but it still shows outstanding. We spoke to a few people at the Potchefstroom branch, they tried to help us, but said that we must just post it and submit it manually because they haven't received the training on how the ROE system works online.
The few that we could submit online didn't get any invoices. We have to go online & make a screenshot.
Please help! A lot of our clients are waiting for their letters of good standing
