Paying for service on VACANT LAND

I received my account for the month of March and i noticed that they started billing me for refuse removal on VACANT LAND it clearly states on account vacant land. {Refuse: Domestic 1 x per week R169.15}
No one is living there so what REFUSE are they removing that they want me to PAY for. I have phoned every number on account and the customer care line i got from internet at various times of the day but no answer or the call gets answered and immediately disconnects. WHAT IS GOING ON AT THE EKURHULENI OFFICES IN KEMPTON PARK.
