Grade 10 application declined

I have applied for grade 10 at Hoerskool Die Adelaar in Roodepoort.
I have called and they told me my son was not accepted at the school due to they only have to take the kids from other school which has no grade 10.
How is that my problem? I have moved to the area that is the only school closed to home.
Why was I not told before applying that? I am the 2nd on the list of application, I have not applied at any other schools due to that is the only nearby school.
I am going to be on a waiting list but have applied early can someone help as my son need to have space at the school.
