NO FEEDBACK OR WHATSOEVER

I need to apply for a specific licence and i being told to go to the municipality to make an application only to be told that they have no idea of what i'm talking about. When i went back to the FPB informing them of this they couldn't assist except pass the bug to their colleagues and i still had to call in to request feedback with no luck.
My mails went unanswered and nobody made an effort.

How do you tell me to go and apply for a licence to an institution that has no idea what it is? What is sad is that FPB has no escalation process, meaning i am stuck with the Mathapelo Makofane and Nomfundo Ralante who are absolutely unwilling to help. I am seriously annoyed with FPB and the fact that i can only acquire this licence through them.
