Subscription Paid but No Delivery of Newspape

Our Subscription was paid on the 18th of October 2013 and proof of payment was sent to Media Distribution Africa on the 22nd. Proof of payment was acknowledged as per the e-mail copy below and we were promised delivery after 10 working days. It is more than a month after payment now (28 Nov 2013) and we are still not getting our newspapers. Telephonic follow-ups have proved fruitless since the number on the invoice rings without anyone answering. E-mail follow-ups have proved fruitless as well since no one responds.

The most frustrating part of this ordeal is the fact that our neighbours (with whom we reside in the same building) are receiving their newspaper every friday. This tells me that this is not a delivery problem since the delivery guy comes to our premises every friday, but it's an administrative issue. There has to be someone sitting on documents and not processing or passing them on to the delivery people. E-mail comminication:
