Who do I contact re payment of Surplus Funds?

My girlfriend worked for the Industrial Council Electrical, Braamfontein for a period of 11 years (1984 to 1995)
It is now known as the National Bargaining Council for the Electrical Industry (NBCEI) also situated in Braamfontein.
A few years ago the Industrial Council for the ECI paid out surplus funds to their ex-employees and my girlfriend missed this opportunity to claim as she had changed address and did not get the mail.
She approached the new National Bargaining Council, but they could not advise her how to go about or who to aproach to claim her surplus funds.
The scheme was called Industrial Council for the ECI Tvl Staff Pension & Life Assurance and it was underwritten by Federated Life Assurance Co Ltd.
Please can you advise on how and where we can go to to solve this problem.
