Electricity cut without notifying custome

I paid for my electricity on 26 March 2013 to my surprise 15 days later I was cut off and due to arrogance or ignorance they did not even attempt to conduct me before cutting the electricity. To make matters worse I conducted their technician on Saturday 17:52 and he promised to come after an hour, I then called him at 18:40 and he told me he had already left and could only do it on Monday despite him coming and having the guts to leave before the appointed time again without making any efforts to conduct me. I had a sad experience as I didn't have electricity the whole weekend bathing in cold water, no TV, no cooking, and watching my food going stale in fridge.
