Waiting almost 3 months and still no bin

My refuge bin was late last year and I was advised that i need to report the matter at the SA Police service. This was done and I called JHB City on 16/1/2013. I was given a reference number being 8001213306 and they promised within 7-10 days i can expect a new bin. I am still waiting and after several acll, I was given another number to phone being 011 712 5200. The lady also just said, they are waiting for stock. Is it possible to wait 3 months for Stock, but I pay my utility bill every month while putting bags out every Thursday while hobos goes through it and leave my pavement full of rubbish just for me to clean when I get back from work.
I s this the typical service we come to expect, why is there never any service delivery?
I need my replacement bin as i followed and adhered to all requirements, but when I request for assistance, always gets an excuse.
