Complaint about a dustbin promise

I place order for a dustbin last year in October I was given reference number 8001003097 till today nothing happened and I always phone them lady at a reception is saying that person in charge for this is always not picking up calls and even if she leave message with her she don't respond so people are complaining that she doesn't do her work while he does what needs to be done but person responsible doesn't do any thing
