3 weeks to send a registered letter?

I sent a registered letter from the north Gate branch 3 weeks ago and it's still not delivered. The tracking service on the Internet has shown no movement of the parcel but today it shows not found. The call center is so useless. I gave up waiting for them to answer after 20 minutes. Terrible service. I will have to resend through postnet. Hopefully their service will be better? I don't care if you are having a strike. If you cant deliver on a service, CLOSE YOUR DOORS!
