Free energy saving products- Book- Then no Show

In December then again in January we were approached by Karebo to install energy saving appliances, led lights and geyser timers in a complex at which I am a trustee. This is being sponsored by ESKOM. With 162 units in the complex it took extensive correspondence to arrange for the day which was set up as 30 and 31st January. No one arrived. Then John-Ross phoned to apologise and set a new date. No Show. Then a "manager" phoned to apologise and said John-Ross would contact me. He did and now was going to do my house as well to make up for his blunder.
To this day. No one has been to the complex or my house. IS THIS A? I feel that this needs to be brought to ESKOMS attention as they are sponsoring this program that is not happening.
