Noisy Tenants

I have tenants that moved in above me at Montaque Gardens and they have been creating noise ever since they moved in.
I have been complaining to the Earth Zone Body corporate, Caretaker/s, Trustees without any success. I have been told I need to (wear headsets, select what I want to hear, Pray, stop complaining) as they are paying tenants. I am an owner and I need to just keep quiet? I guess no penalties or fines has been handed to the owner or the tenants. That is why they can tell me to go to the body corporate when I go and tell them to stop making a noise.
I am so annoyed and frustrated with these tenants, body corporate and trustees.
I am an owner, I pay my levies and abide by the rules and yet I must ignore the noise and let them have their way?
