Crate and bottle deposits

I have been buying crates of long loucious lion largers for as long as they became availible from TOPS, shoprite., in Mowbray. Cape Town.
I return more empties than I buy full ones as I return empties for two friends as well as my own.
Suddenly, TOPS will not accept more empties than I buy full ones. That dosnt suit me at all.
Does SAB condone this behavior by TOPS/ SHOPRITE?
