SMS at 20:24 on a Sunday night!

I received an sms a week ago stating that I owed Scamral R579 and was being handed over to VPC. Tonight at 20:24 I received another stating that I owed R1579.05. My problems are as follows:
1. How could I have accumulated such a bill, if I haven't been driving their roads for the past 3.5 weeks, due to being out of the Province in KZN?
2. Where on this Earth did they get my Cell no from?
3. Isn't it against the law to send out any sms's after 7pm?
4. isn't it illegal to just simply hand over an account to debt collectors, when one hasn't even received a statement / invoice via registered mail?
5. Don't I have a right to first question the so called amounts due, before just simply handing over my money?

I haven't registered for an e-tag or to have an account with Scamral, and am neither planning on doing so, but I do intend to pay my account, once it is proven that I did pass the gantries and also that it is my vehicle and not a cloned number plate! Scamral, please explain the two amounts above.
