No delivery of the phone after 3 weeks

I was called by telkom mobile and offerred a contract, i accepted and was told that i need to pay a 90 rand admin fee, which was deducted from my account on the 09/12. today is the 27/12 3
weeks later, i still dont have the phone in my possession, i tried to call them numerous times on 21 001 7400, or 021 001 7500 there is no even a answer on this line, what pathetic service i would like a refund and i will be taking a contract with another service provider whom can answer the phone at least.
