Bribery using "Manifest" as the reason

I sent a package to my daughter in Faerie Glen. I sent it from Spain. It contained nothing of extreme value and the form filed stated so, explicitly. It further stated that there were no new products being exported. It was just a box of stuff.
My daughter, on collecting the package was charged R853, 46, which she had to pay before they would release it to her! She queried the surcharge (I had also sent a package to my parents in PMBurg and THEY didn't have to pay anything! They also receive packages posted from my brother in the UK without any surcharges being applied.) She was told that it was "Manifest".
This is the first that any of us has ever heard of "Manifest" and only the one word to explain all evils (the clerk would say nothing more!).
Now it is a known fact that NO taxes are due on the parcels sent by private individuals to private individuals, no matter in which country the parcel originated.
I therefore declare that the staff of the SAPO branch in Faerie Glen, Pretoria bribed my daughter using a bogus "Manifest" as a cover and should both refund the monies to my daughter and be fired.
Corrupt practices are NOT to be accepted by the public.
