Incorrect billing making life!!

I have a huge problem with my TV license account that hasn't been resolved for the past five years even though I have been in contact with the license department now since the problem started in 2008.
I have made payment on my account every year even before the due date but every year the accounts department keeps charging me interest and penalties on my account.
I have the proof of the payments made and also sent it through to the accounts department.
My television broke the other day and I couldn't buy a new TV from Makro because there was this incorrect balance on my TV license account.
I am very upset because I am "doing the right thing" but then this is the result of it all.
Hopefully someone can help me sort out this mess!!!
