I sent proof but I still get letters of damand?

SABC TV license department has no one to follow up on billing emails. I've been receiving emails from the SABC billing department for months now saying that I owe them R325, even though I've paid the money (directly into the account supplied) months ago already, I even attached the proof of payment in an email to them. So now I'm still getting the emails except the amount has gone up to R350 even though I've sent numerous emails querying this and telling them that it was paid, with the proof attached. I would like this issue to be resolved now as I've had enough of this harassment! I haven't even received my TV license card that I have been asking for, for years now! How can a company that size churn out billing emails for months but have no one to follow up on them or even bother to check if they are valid? Then have the audacity to send legal letters of demand for something that is paid... It's bad enough that I have to pay for channels I don't even watch with reruns of the same movies year after year but now I must also be harassed by them for no reason, I've always paid my TV license and if the payment was late I've paid the penalty without hesitation. SABC IS UNPROFESSIONAL!!!
