3rd time and still not right!

We decided to have our pool re-coated with an epoxy coating used at Pool & Spa and they required a 60% deposit to be paid upfront which we gladly paid. The whole debacle started in about mid November 2012 and its now the end of January 2013 and this is the 3rd time they have come to do the pool over and its still not right, they even managed to damage the previously perfectly fine mosaics and now have to replace those as well. We've had a mediator in to assess the work and he found it a shocking mess. The shop's owner Kurt offered us pool chemicals and a Voyager to the value R1500 or go to arbitration so we opted for arbitration (this was after the 2nd mess up). Now we are sitting with a pool that's still not right after the 3rd try and summer's basically over. I have NEVER seen such incompetence and i'm appalled. We have no idea what to do next. The worst part of it all is that my house-mate whose house it is is a pensioner and can't afford to loose the kind of money we are talking about here.
