No feedback and Rude behaviou

My bank account was incorrectly debited. I called accounts on 30/8 (spoke to Lee) and was told they would give feedback shortly. I had to call again on the same day to get feedback.By the 4/9 I had to follow up and was told that the person is sitting and waiting for someone else to pass credit.
As I got no response from Lee during the day of the 4/9 I called the Manager of the department. Left my details and was told that she would call me back shortly. My call was not returned and I had to call back the next day and the response was I didn't call you because I didn't have any feedback for you. She then undertook to have the entry corrected and a revised statement was sent to me 6th September. I was told that the refund request had been sent to head office
On Monday 9th I sent a followup mail as the refund had not been processed. Another followup mail on Wednesday 11th September. After not receiving a response, I then called her up
She was extremely rude on the phone and she did not give me an opportunity to speak.
Although she undertook to give me feedback in an hour, such lack of followup and rude behaviour is not acceptable
