Still awating refund

I contacted Anel Rom from Anelshouse to enquire whether she had a room available for my daughter whom has been suspended for seven (7) days from rehab, she confirmed that she did and requested that i pay an amount of R2100.00 prior to bringing my daugher to the halfway house which i did. Unfortunately my daughter never ended up staying there as she ran away from rehab, i contacted Anel but got no response. Eventually i went to her premises, found her there and explained the situation to her, she agreed to refund me. It is now the third week and i am still awating the money to be refunded. I phoned her again on 19.08.2013 and she confirmed she will follow-up with her bookkeeper and revert back to me, i am still waiting!!! I WANT MY MONEY BACK AND ARENT THESE TYPE OF INSTITUTIONS SUPPOSE TO HELP YOU NOT ROB YOU OF YOUR MONEY???
