Registered Post Parcel tampered with, Items

I bought Coffee online from a company in Port Elizabeth. They sent the parcel via SAPO the very next day with the weight being 3280g which was wrtitten on the box. Tracking number PE 804 228 299 ZA The items packed were 12 packets of coffee beans weighing 250g each. 12x250=3000g plus packaging =3280g. I collected the parcel yesterday and discovered that only 9 packets of coffee were inside. The only people who could have tampered with and my coffee were SAPO employees. So much for the integrity of the South African Postal Service.
