Billed for no reason and amount not refunded

It is with dissapointment to me that companies like STS dont honour their promises. I was wrongfully billed for the services that STS didn't deliver, for goodness sake i dont even know up to this far what was i billed for.

Few minutes later the same day i logged the complaint with hellopeter, i receeived an sms saying STS sunsubscribed from their services surprisingly they never sent me a message saying i am subscribed.

The very same day i received an e-mail from wapbill [URL Removed] Support with Lorinda's name cc'd, promising to refund me the R251 they've deducted thus far but nothing happened ;just to quote the email:
"Hi,

From 29.06.2013, at 04:07:37, our records state that there was some
mobile content purchased.

The total cost of this content was R471.

The messages you received on your phone were sent as payment for this
content. To date you have been charged R251
leaving an outstanding amount which is still owed of R220.

As a gesture of goodwill I would like to offer you a full refund of R251.

We are able to refund the airtime directly back onto your phone if you
have a pre-pay (Pay as you go) plan with MTN"

Please help, i really need this amount refunded.
