Non-justified invoice unsettled since 210

I have made full payment of R 1338 on 24th July 2010 as per ECSAs invoice on 1st April 2010, and do not understand how you can request an additional R110 with a statement of "Outstanding Balance".
ECSA has not checked their records, as I have proof that ECSA has received full payment of R1338.
It is unprofessional to just invoice R110 without an accompanying letter as to the reasons why you are requesting this amount. The annual fee 2010/2011 was R1338, as this was paid!
