Bad driving

24 July 2013, 18:20. Area - Olifantsnek, Rustenburg. Freight and Logistics truck. Returning home after birthday dinner at Steak Out Grills in Waterfall Mall.
Truck indicated it's attention to turn onto the road, but did not stop and wait for traffic to pass.
Almost collided with the truck. I stopped on the side of the road, got the trucker to stop aswell, but the driver refused to exit he truck. Passanger informed me that the driver is a learner and he, the passanger, is the instructor. Only apologised, but it's not acceptable. How can an instructor learn a learner driver at night to drive that way? Is the "instructor" legal himself? The were apparently en-route to Sasolburg from Rustenburg.
If I did not respond that quickly, there would have been dire consequenses.
