Damaged black and white film

I placed an order on Saturday the 20th of July 2013 for my black and white film from my 35 mm film camera to be processed and scanned to digital. I specifically asked for the negatives to be sleeved as I require them for later use. The negatives and scanned images (on CD) were picked up today, Monday the 22nd of July 2013.
The negatives were NOT sleeved and had been rolled back up and placed in a canister, while the images on the disc show imperfections including, but not limited to, fingerprints and white lines.
