Application of electricy

I have applied for electricity in march and when I do followups with eskom they said to me their investigating officer gave them the report on 21 June 2013 that I don't qualify for electricity. which don't believe that he did came to my house because the hole month of I was on leave and my house is not more than 80meters away from the pole. I want to know why they say I don't qualify. please help
