Usuary act /national credit act

Can anybody in the legal profession advise if the 10%per month interest charged on an "outstanding" tv licence
is legal. that is 120% per annum. the call centre informed me that its section 27 of act 4 of 1999.
but no interest rate is mentioned in this section. i called again and told the agent that i could not find any evidence in the act that allows them to charge 10% per month. this time a women dropped the call.
i called in again got hold of the same call centre agent and again she dropped the call when i asked her to
inform me where to look for in the act which give them permission to charge 10% per month. I'm sure the SABC tv license dept will not answer this... or will you... hoping to hear from them soon.
