Installation of electricity

I've been waiting for my house in Cosmo city ext 10 for almost a year. After a fool year of waiting the house has now been complete for almost 3 months however there is still no electricity & as a result I cannot move in. The developer tells me that they are still waiting for Eskom. I want to know what is taking Eskom so long. I'm really tired of waiting
