Noisy, stinky neighbou

I bought a my first house about 3 years ago, right next door to the Panarama AH PikiTup "Garden" refuse site. The sing reads "light garden refuse only" and "occasional recycling material". The sign also reads "Hours of operation 08:00 - 16:00, 7 days a week". Having lived here for 3 years, I can tell you that they often start before 7am so sleeping in is not an option. And they often carry on after 5pm. I have even been woken at 2:30am once by the bulldozer busy scraping the rubbish and plant material along the tarmac. A most recent incident involved paint being hurled against the boundary wall, and over the wall onto my car. Over the Christmas period, there was an overflowing sewage main running like a river along the boundary wall. I eventually had to call City Water to sort it out. The place is always messy, clouds of methane rise from rotting vegetation, dust everywhere. Its always noisy and now they keep waking our 1 month old up with the banging and scraping. This site is no longer fit to be situated where it is. Granted it was fine years ago when no one lived near it, but the area is developing and it has to move. Our complaints fall on deaf ears. Enough is enough.
