Rusted/Damaged Cylinders being sold

Purchased a refill CO2 cylinder at pnp in George, Western Cape. the refill cylinder was badly damaged and rusted where the protective coatings were worn off. Shouldn't high pressure storage vessels undergo more stringent safety checks? i have the pictures as well as proof of purchase and the cylinder available.
