No cylinder reills available

I am struggling to get my 30 litre empty bottles exchanged. This is now going on for a while. The one moment there is stock, and the next moment there is nothing. We normally exchange it at President Hyper in Krugersdorp. At this store they've got the 60 litre cylinders, but no machines.

I considered to buy a 60 litre machine, but there is nothing available at the stores on the West Rand. Some of the stores in Krugersdorp are charging the people up to R 70 per 30 litre bottle to exchange it, while others are much cheaper. Now I have a machine with empty cylinders, while there is a lot of 60 litre cylinders, but NO machines.
