Never reply to emails and can never get hold of he

I had a outstanding account and i had contacted them so that if i settle it if i would get discount on paying a full amount. I paid what the had asked me and i requested that they send me a letter stating that it was settled and there is no more payments. I have not received any reply and when i contact them she is never there. when i phone she is no available and neither is her manager. This is pathetic service and am sick of wasting my time and money getting through to them.
