Charges even though account is in credit!

During 2012 I went into arrears with Telkom but, after the account was suspended, I paid it up so that I am actually in credit. Neither Telkom nor anyone else notified me by any means that I was handed over to DMI Attorneys for collections. I have now discovered that DMI Attorneys wants a payment from me for "collection fees" which are accrueing interest on a monthly basis. They did nothing regarding the collection or payment of my account and are now attempting to extort money from me!!!
