Not being assisted in times of getting a hand

I owe Ackermans due to personal problems which tremendously affected my finances. I have a friend who is willing to help me pay my debt all he need is a letter from each person I owe which states the balance and that I have made an arrangement to pay a certain amount on monthly basis effective from end of this month he is even willing to pay more than that in cases where he can affrod more than I arranged. All he needs is something in black and white regarding the arrangement.

I spoke to Michelle who refused to give me such letter & asked my why I didn't make this arrangement all along she can only give me this letter once I paid 3 times, even when I explained to her. My logic is telling me that how will I now manage to pay this if there is someone who knows my problems & willing but there is this condition? where does this helps me. She even refused to call the friend who is willing to assist even when I ask her to call him if she thinks I am making this up. I find it strange, I picked up the call since there is someone who is willing to assist but I see myself being blocked by the company who I owe for me to pay them.
