Constant harassment for monies for TV

During 1997 our house was broken into and cleared out. I advised the SABC in writing that I no longer own a TV and that I was going to cancel the debit order for my monthly subscription which I did. I received confirmation from the SABC to that effect as well as a nil balance due confirmation. For the last year I am constantly receiving threatening calls and messages from these people for the amount of R6535.40. I have explained to them, sent them emails and letters but to no avail. The staff are rude, threatening and have no social skills - when explaining to them, the but in and threaten you tell you to provide proof of the correspondence from 1997. The law dictates that you keep documents for five years not forever. Why are the CPA not taking action against these people? If I read the comments, I am not the only person going through this with them - and that from a so called professional legal company? I rest my case on that thought.
