13 Years of Harrassment for a TV Licence

Year 2000 I was contacted by the SABC concerning a TV licence I took in 1999. I explained I did not need the licence anymore because I had moved back home after studying and was asked to send a copy of my ID and an affidavit, which I did. After no communication from them, I assumed the licence was cancelled. Every 2 years afterwards I was contacted by VVM lawyers asking me to pay and every time I have had to explain, then send an affidavit and a copy of my ID. Now the Shapiro and Shaik attorneys have taken over the job and they harass me every week. It is only this year that I found out I was supposed to have received a letter from the SABC with the cancellation note, this after 13 years of harassment. This is causing tremendous stress on my life, especially with the rude consultants from Shapiro and Shaik harassing me every week. Somebody please help me because I don't have the close to R6000 that the SABC is demanding from me now. I feel it is not fair for either the SABC or the Shapiro and Shaik attorneys to force me to pay this amount. What has been the relationship between the SABC and VVM lawyers?
