Over Charged for Water "Aberdeen Gardns no 7"

I have recently learnt about this website, I have been trying to resolve this problem for the last year no one can give me a straight answer. My mom is a 72year old Widow who is cripple, I had bought an Duplex for her in Pietermaritzburg as I live in Durban. We received a summons from 'Lister and Lister' for a water account which was in arrears for R700.00 plus with Lawyers fee was about R2500.00. We made an arrangement to pay this off and later received a second summons which claimed a further R8000.00. I had called Lister & Lister and they could not give me any answers as to why I am billed an huge amount for water. I was pushed to pay over R13 000 for a R700.00 water account. We had explained to Natal Property my mum was in and out of Hospital and she had lost her knee she could not walk for three years. I have a stop order for levies every month. They showed no compassion and they instructed "Lister and Lister" to attach an old widows furniture. I had a medical bill handed to a lawyer for collection but didn't result in the thousands.
