Tv licence

Hi my mom was recently contact by vvm attorneys about a tv licence she had in 1997 when she was still married that is in arrears with. 15 years later for them to contact her after she has a new tv licence.so they took the 70 rand she paid on her new one off, for her old one. But what makes me mad is that the more she tells the lawyer she is not responsible for this old one as when she got divorced her ex husband was liable for all debt made on her name. And that she is a goverment pensonner and can not pay 5000 rand for this old tv licence from 1997. And vvm attorneys are not intrested. How can they take 15 years to want to take legal action and how could they not pick it up in 2008 when she took a new tv licence out on her name that she had one that was not paid for. So please explane this to me as I'm here daughter and she lives with me as I take care of her.
