How hard is it to cancel a TV Licence???

I've been trying to cancel my TV Licence for over a year now. I moved to the UK 2 years ago, and I'm being threatened with legal action, but I've sent through all the information they require to cancel the licence. It costs me a fortune every time I have to phone from SA. It's ridiculous!!!
