"4-star accommodation" turns out to be not-rated!

We booked at Overmeer Guest House as the accommodation is advertised as 4-star. When we were showed our room, to our horror, it was not nearly 4-star. Overmeer attempted to charge us R780 per night for a non-rated room that was filthy, archaic and quite unpleasant. There were stains on the carpet and stains on the bathroom ceiling, and the entire place was unkempt. The toilet seat was dirty and uncleaned. There was dirty linen in one of the cupboards. When we complained to the owner, he said the room is not 4-star-it is actually NOT RATED.He was rude and obnoxious, and instead of apologising for misrepresenting that the room was 4-star, he made various insinuations and accusations at us, accusing us of just wanting to leave the place and that we were making excuses to do so. In the guestbook it is stated that they have a "24 hour reception", but when we phoned after hours, we were accosted by the owner for phoning late. We decided to leave immediately&after a long argument with owner, he agreed to refund us minus 15% commission. He actually kept 30% commission&the 3rd party has informed us that they havn't actually charged Overmeer commission for our booking. Overmeer have ignored our emails.
