Momentum's delay cause me to be double debited

Momentum has already been slow to process forms (sending me nonsense emails about being unable to see scanned documents for example) but now they're punishing me for their ineptitude. I asked to be added as a dependant on 4 December, on 13 December I was confirmed as a dependant. Tell me why, then, I was charged for the first time on 2 February? In January I called to enquire why on 2 January I was not charged the full contribution. I asked specifically, 'how much will I be charged next month? ', I was told RXXXX. Imagine my surprise when it was double that. Can Momentum explain this foolish policy of not charging customers from the point they are accepted as members? And why they do not inform their call centre agents of this ridiculous policy? Momentum must decide, either I'm a member or I'm not. Deciding two months after the fact that you'd like to charge me is unacceptable.
