Discovery Service Failure In Emergency

My son has Nephotic Syndrom that started 3 days ago. The GP sent us to a specialist. The specialist said we have to admit him as his whole body is filling with water and will risk putting pressure on his heart. Discovery refused us to admit him. They said my son has an existing condition of "Hypospadias" (hooded) and thus we cannot admit him. Hypospadias is related to his, yet his problem now is "Nephrotic Syndrom" which is related to his kidneys. We phoned to explain it is NOT related at all, but they refuse to hear anything. The specialist tried to explain to Discovery as well that it is in no way related and this problem started now, but they not intrested. They said the doctor must fill in a disclosure form and it will take 8hrs to process. So the spealist said this childs life could be at risk if the water build up puts pressure on his heart or lungs and his whole body is bloated and painfull for him, yet they said its "protocol" and refuse to help after 4 tries.
The waiting period to claim is 3 months, we already with them 8 months and still they refusing to cover my son of 5 years in this life threatening condition. What do i do for these heartless people to help
