Delays/No response costing client insurance cove

As a Financial advisor it is my responsibility to make sure my client's medicals are done for medical underwriting purpose & that the bill is sorted by our company in that regard. However for the past 3 weeks it has been impossible to get my client who is a patient of Dr. N.N. Masingi an appointment in order to obtain clinical report for insurance purposes.
My client was turned back on more than one occasion, saying the insurance company needs to settle the invoice before the consultation.
I sent through all necessary documentation they required but they still haven't sent the invoice so we can book the client in. I have made countless phone calls to the practise but the manager Nomsa would give me same reason every day that Dr Masingi is aware & will arrange. On other occasions were Nomsa was not available Raesetja the receptionist said she will pass on the message. I have sent the email to Dr. Masingi direct but no response, I have sent message on his phone and he referred me to his manager Nomsa. When i went to his practice Nomsa tells me Dr Masingi said he will deal with it but don't know when.
This has caused delays & is affecting my client's Life Insurance Application.
