Discovery Discouraging Vaccination

I took my one year old son to get vaccinated and found that Discovery will not cover the vaccination as I am in my above threshold benefit and they classify vaccinations as over the counter medicine which can only be paid via a medical savings account. I do not understand why they are not classified as preventative medicine or even in a specific class of their own. I simply can not understand why Discovery is not doing everything they can to ensure that children are vaccinated instead of actively discouraging it by creating a financial hurdle. In addition, when I called Discovery and asked them to explain why it wasn't covered, they merely repeated that it was over the counter medicine and then hung up on me.
