Significant Delays when applying for services

I am a psychologist and have been trying to apply for my client to receive counselling sessions through her prescribed minimum benefit fund. This has been going on for months, in the meantime my client who is severely depressed is denied potentially life-saving therapy. Every other medical aid I deal with - Discovery, Gems, Momentum etc deals with this within 5 working days. This processhas been going on since the end of August. Everytime I call I get put through to numerous departments, no-one appears to know how to handle this very simple, standard action.
