Why is it taking so long to get a copy of files

I can only wonder why it is taking so long to get a copy of the patient file on my father who passed away whilst in ICU, under this Doctor's Care? How can such a highly qualified person employ such an incompetent receptionist who doesn't bother to return calls, makes excuses and never provides feedback. 3 weeks later and I'm still waiting. What is there to hide? I am told that when a patient passes away, the files are archived, and they don't know which box to look in - well how many of his patients have died since 10th August?
Do I go to the Health Professionals Council to report this? In a very sad time, I have to deal with "administration" slobs. Do you not care?
